Zoinks. Is Black Baltimore a 100% Out-of-Wedlock City?

If 72% of all black births in the USA are out of wedlock...let's pause for some remedial math here, that's the average across the entire country...I'm guessing that the out-of-wedlock birth rate in the poor, black neighborhoods of Baltimore has to be over 90%.
For a societal pathology with dread consequences, it's effectively 100%...that single digit percent doesn't matter in the least.
Frankly, it's a wonder Baltimore didn't self-immolate sooner.
