Never Blame the Drunk

You are at a bar. You see a man who has drunk way too much. You make a bet with your companion that the man will fall off his barstool and hit his head hard on the floor. Your wager did not cause the man to drink too much and it will not make any difference as to the severity of the head injury that will result if the man does indeed fall off his barstool. Of course in the world of politics and government, it is your fault for making the wager - not the drunk's. In fact, it may be the fault of the bartender, the bar and even the existence of alcohol itself.
