The interviewer scares me more than Dion. "If you were PM now, what would you have done?" Dion's confusion here is not only not dumb, it's the correct response. His answers when he finally gets rolling are not good, but the supposedly embarrassing section is only embarrassing to the interviewer, imho.
But he doesn't have the presence of mind to say to the interviewer, "Your question is convoluted, but nonetheless let me state that this is what I would have done then and this is what I would do now." ?? He has to call for do-overs. Not too sharp.
