Unintended Consequences Is Too Nice A Phrase
Let me sum up this story: "Venal legislators enact dumb solution to speculative problem and put real people out of work." All I can picture is Chuck Grassley doing the Irish jig at Bush's 2006 SOTU address. How many billions will be wasted and how many will be put out of work before this sham is ended? The only good news in this story is that some of the job losses are in Grassley's home state of Iowa, which should be cause for embarassment, and that an analyst actually got quoted in the press saying "choke chicken supply".

Well, it's not all Grassley. Bush is also responsible. The lack of leadership in the Republican party is unbelievable. Bush has created a situation that all Dems have to do to take back power is asking the voters to give them a chance.
Absolutely, although this has been abetted by 24/7 harping by the media, mostly about trivial and/or phony stuff. Love or hate GWB, you have to admit that he has been besieged by a constant drum beat of trumped-up controversies - Scooter Libby, DOJ firings, Abu Ghraib, Halliburton, etc.
