A few million here or there is pretty small stuff for Alaska.  Uncle Ted and Uncle Don prefer to work with billions instead.    Witness our bridges which involve about 3/4 of a billion federal dollars. The Senators from Alaska and Hawaii have formed a caucus (I'd call it a cabal but it's not exactly a secret--odd that Mr. Cohen didn't mention it) and vote as a block, regardless of what their respective parties are doing, whenever legislation affects one or both of their states. A four vote block is pretty hard to overcome in a 55/45 Senate.
